Newbie to forum
Having a lot of fun playing fallout 4 till I hit a bug. Joined the Brotherhood of Steel and doing side quests to level up quickly. Finding tech for Scribe Haylen an Cleaning the Commwelth for Knight Rhys. This was going well till I went to Breakheart Banks to clean it out. The one Mutant that must be marked and killed was not there, but the map says it was cleared. The quest for Scribe Haylen are still going well. Has anyone else had this problem and how was it fixed.

Yeah, I think that this bug isn't too uncommon. You have a few options that you can do.

1) try to wait a few days (in-game) and go there again to see if the mutant spawns.
2) abandon the quest line from your journal and then re-take it,
3) you can try and find the closest save to this quest as possible and just use it. You will lose some progress but sometimes it's the only fix.

Sadly, Bethesda has plenty of bugs in their games. I remember I had these sort of bugs many times while playing Fallout 3. I hope that this helps
