Xbox 360 fallout 3 The superhuman gambit not unlocking

I have done this and redone this as I have a save probably a few but for some reason this isnt unlocking. Playing it on the xbox one just noticed after a week of playing its still unlocked. Tried clearing the cache and nothing, is it bugged?
