Xbox One Train Sim World vs. Train Sim World 2

My son wants to buy an add-on, but it's only available for TSW 2. He says TSW 2 is just an upgrade for TSW and not a separate game. I tend to think TSW 2 is a separate game and we'd have to purchase the game first and then the add-on. So is it a separate game or an add-on for TSW?
