Xbox Major Fail at Simple Math's

So i just noticed this.
its downloading 119.1GB. its the full file and not a fragment and my maths works out at 10% being 11.9GB.
is this something broken with the file/download or am i broken?
the drop down file is the hoonigan pack thats 544KB
