Are they that confident in their sales that they are even making the console exclusive to some parts of the world? Yes, i am aware that they said they will expand the locations further down the life time of the console, but still, this can't be a good thing to begin with.

It has nothing to do with confidence in sales it has to do with making sure they have enough stock in the countries that actually bought the Xbox 360 to supply the demand. There is a reason Japan is not on that list.
