Xbox One bf4: china rising... download.dlc odd

so on day one launch i had pre ordered bf4 and got the china rising code ect ect because of my pre order. so today i see china rising in my feature's(xbox dashboard) so i click on it to see what is was all about. needless to say the code you put in or scan allows you to download it but does not directly download it.???
it basically allows you to install the dlc without paying but you still have to download the content even if you have a code... i found this odd.

so now that this oddity has occured i am wondering about the forza5 limited edition stuff... needs to be found/downloaded..

no my forza le stuff was fine... well within reason. i got my vip and a few of the cars but didn't get 1 thing... i forget what it is now.. their was a big post on the forza forums where it was a common issue..
