Xbox One Blocked but still getting their msgs?

I have had this done too many times in the past months and it is beginning to really piss me off. I block people who are just harassing me to be an asshole and i refuse to deal with any of it. But when i block people but still receive messages from them it makes me even more pissed off. What in the hell is the point of having the block people feature on Xbox One if it doesn't block them entirely?
