Xbox One Error Code: 00000000 for Add-ons

I've been trying to download some DLC, and it'll go into the queue, but won't download. I've tried a hard restart, and that worked the first time, I then tried deleting my profile, and that worked for 2 add-ons, but neither worked this time. In the file info it says Error Code: 00000000.

I was able to fix it for the most part by performing a factory reset (keeping currently downloaded games), however some add-ons are still having issues.
