iPod touch 5 Notification Center help

It will let swip up on the home screen to look at my notifications but it will on the lock screen PLEASE HELP ME IDK WHAT TO DO

Assuming you mean that you cannot access notifications on your lock screen, it means that the feature is not enabled. If you go to the lock screen settings in the iOS settings app and enable the ability to access notification center then you can do it. In here you can also allow access to control center, the area you get when you swipe up, from the lock screen which is useful.
