New here and first post, hope I’m in the right place.

Question about Mbps, Att fiber, activision, throttling

No bs, straight to the point:
My equipment and setup:
Series x with less than one hour on it
ATT bgw-320, 1G fiber service, 7 Wi-Fi devices, one ethernet device. Wi-Fi channels are split, but I’m hardwired in to blue 5g ethernet, shouldn’t affect anything, right?
Hardwired in using patch cord supplied by Att, came with bgw-320
Primary DNS:8:8:8:8
Sec DNS:8:8:4:4
Ip address allocated
DSCP tagging enabled
IPv4 & IPv6
NAT Open
Ports Opened on Bgw-320:
  • TCP: 53, 80, 3074
  • UDP: 53, 88, 500, 3074, 3544, 4500
COD updates will start download at 650-700 Mbps, maintain status for 15-20 seconds, then down, down, down Mbps go. Will go to zero, start trending up, it touched 781 Mbps, for one second. Who is doing the throttling, Att? Activision? What can I do to circumvent the throttle?
 
Try using the provided network tests under 'Settings' > 'Network' on your Xbox.
Try testing your ISP's network using one of those free online 3rd party internet connection speed websites.
I've seen similar download situations happen on my Xfinity cable connection. Sometimes it was my ISP with oversaturated network, but it is usually the servers and or network of Microsoft or wherever the game is coming from especially during times when many people are after the same update.
