Xbox One Need help asap

So I have been having a few problems with the fan being too loud so I took it apart cleaned all the dust out noticed that didnt help attempted to put a new fan in now every time I plug the console in theres a weird surge sort of sound coming from below the heat sink I've unplugged it and leaving it unplugged until I can find out what this noise is I dont need to turn the console on for the noise to start just simply plug it in any ideas please
