Step #1: Place a bucket on a shopkeeper's head.
Step #2: Steal everything
Step #3: Profit.

Hilariously enough, this works! Apparently putting a bucket on their head breaks "line of sight", so they can't see you stealing things. Gotta love Bethesda.
