Xbox One Used Games

I heard that the new Xbox 720 is not going to allow you to play used games. How can they tell that the game is used, are they going to require an internet connection to play so that they can tie the disc to your console? If they are just not allowing games to be played on more than one console, does that mean you can still play your old 360 games on the 720? What if you have more than one console for different room? You have to buy multiple copies of the games? I can understand Microsoft wanting to combat piracy but if this is what they are doing I don't think I will be purchasing the new console. I imagine that Gamestop and other retailers of used games are pretty concerned about this too.
