Xbox Live Usernames

We have had our Xbox Live account for a while now, and it's a paid account at that, but my husband's nephew recently created a free Xbox Live account and told us that where the free accounts are concerned, you're no longer allowed to pick your own username. Now, allegedly one is assigned to you and you cannot change it unless you pay to change it. Does anyone else know if this is true?

My understanding is that you are allowed to change your gamertag once after Xbox assigns you a name. If you want to change it again, you have to either pay $10 or cash in 800 points. Maybe they've made a recent change. I can see how they might want to give paid users the chance to select the best names.
