The official COD website has just released a new set of teaser messages...
If we assume that 10.480891, -66.903648 is a lat / long value, then the number above puts us smack-bang in the middle of Caracas, Venezuela, which is right beside the Caribbean coast. Caracas is the largest city in Venezuela and according to statistics, the city is believed to have one of the highest per capita murder rates in the world.
The choice of Venezuela shouldn't really come as a shock to anyone. If you've been paying attention to politics over the last decade, you'd know that Socialist leader Hugo Chávez (recently deceased) didn't exactly have a great relationship with America. If you have a read about US-Venezuela relations, you'll see that Chavez often accused the US of running covert operations against him. He also believed that America had orchestrated a coup against his leadership.

Soooo... I saw this and, since I'm venezuelan, I thought it was... quite interesting, to say the least. If this turns out to be true, then I guess I'm gonna have to get the game, heheh. Of course, it's just some guy's theory, but I've heard of crazier theories that turned out right. Hell, this kind of reminds me of how people thought Assassin's Creed 3 would be set in the American Revolution because Revelations had some hints related to that period in the ending, and Brotherhood's Da Vinci DLC had other hints. By comparison, this Ghosts theory makes a lot of sense. Devs clearly like to hint at stuff like this before revealing it properly.
Now I'm gonna have to keep an eye out for CoD: Ghosts.
